Email drafts assigned to agent are blank on opening

In this scenario:

An agent composes a new email from their personal queue, with a new template from the knowledge base, and adds attachments.

The agent then assigns the draft via transfer facility to the supervisor personal queue for review (QA).

When the supervisor views the draft in the reading pane, the email draft is visible.

When the supervisor opens the email draft for review, the draft is replaced with a new blank email.

The attachments and the recipient fields are not affected, and are still visible.

This is a new problem that we are experiencing, and it is affecting our ability to quality check outgoing emails.

Are others in the community experiencing this issue as well.
