we did an integration of the Facebook with BPCC, where we can only send the chats/message to the test page if you’re are the admin of the page and developer of the app.
for others to send a message to the page, is it mandatory to get the app verified?

In short, yes, but you can add other users to be testers on the FB app page, and they will be able to send messages too.
